Each event changes who should have access to company information. Yet in many organizations, permissions remain attached to old accounts, temporary access becomes permanent, and administrators struggle to establish exactly who can reach sensitive systems.

This is where Identity and Access Management (IAM) becomes essential.

IAM is not simply a system for storing usernames and passwords. It is the combination of technologies, policies, and administrative processes used to establish digital identities, authenticate users, authorize access, and manage permissions throughout their lifecycle.

A well-designed IAM environment should answer several important questions:

Who is attempting to access a resource?

How can the organization verify that identity?

Which applications, systems, and data should that identity be allowed to access?

How should access change when someone joins, changes roles, or leaves?

Can administrators demonstrate that permissions are appropriate and regularly reviewed?

The answers involve several related but distinct disciplines, including Single Sign-On (SSO), Multi-Factor Authentication (MFA), identity federation, identity governance, privileged access management, and automated user provisioning.

The difficulty for buyers is that IAM products do not all solve the same problem. A workforce identity platform may centralize employee authentication, while an identity governance platform concentrates on access approvals and compliance. A customer identity solution, meanwhile, helps developers manage registration and authentication for users of their applications.

Understanding these distinctions is more important than comparing feature counts. The following platforms illustrate the different approaches organizations can take when building an identity and access management environment.

Identity and Access Management Platforms: Connecting User Access, Security Policies, and Enterprise Governance

Toggle

Understanding the Different Layers of IAM

Identity management and lifecycle provisioning

Authentication and Single Sign-On

Authorization and access control

Identity governance and administration

Privileged access management

Identity and Access Management Platforms Worth Evaluating

1. id="Understanding_the_Different_Layers_of_IAM">Understanding the Different Layers of IAM

Before evaluating individual platforms, it helps to separate the major functions that make up an IAM architecture.

Identity management and lifecycle provisioning

Identity management concerns the creation, maintenance, modification, and removal of digital identities.

Consider an employee joining an organization. Their identity record may need to be connected to an email account, collaboration software, an HR system, a customer relationship management platform, and internal business applications.

When that employee changes departments, their permissions may need to change. When they leave, access should be revoked across the relevant systems.

Automated provisioning reduces the need for administrators to manually create and remove accounts in every application.

SCIM, the System for Cross-domain Identity Management standard, supports automated identity provisioning between compatible identity providers and applications.

However, provisioning support varies between applications. Some integrations synchronize users and groups, while others support more limited account operations. Buyers should verify the exact provisioning capabilities of their critical applications.

Authentication and Single Sign-On

Authentication establishes whether a person or system is the identity it claims to be.

Traditional username-and-password authentication is increasingly supplemented by MFA, authenticator applications, hardware security keys, and passkeys.

SSO allows users to authenticate through a central identity provider and access multiple connected applications without independently signing in to each one.

Enterprise SSO commonly relies on protocols such as:

SAML 2.0: Widely used for federated authentication between enterprise applications and identity providers.

OpenID Connect (OIDC): An authentication layer built on OAuth 2.0, commonly used by modern web and mobile applications.

OAuth 2.0: An authorization framework that enables applications to obtain delegated access to protected resources.

These protocols serve different purposes. OAuth 2.0 should not be treated as a standalone user authentication protocol.

Authorization and access control

Authentication answers who someone is. Authorization determines what that identity can do.

An employee might successfully authenticate to a financial application but still be prohibited from approving payments.

Organizations commonly implement authorization through several models:

Role-Based Access Control (RBAC): Permissions are assigned according to organizational roles.

Attribute-Based Access Control (ABAC): Decisions consider attributes such as department, location, resource classification, and device context.

Policy-Based Access Control: Access decisions follow centrally defined rules and conditions.

Relationship-Based Access Control (ReBAC): Permissions depend on relationships between users, resources, and other entities.

RBAC is often easier to administer in organizations with predictable job functions. ABAC and relationship-based approaches can provide more detailed control when permissions depend on context or relationships.

Identity governance and administration

Identity Governance and Administration (IGA) focuses on whether access is appropriate, approved, documented, and periodically reviewed.

It addresses problems that ordinary SSO cannot solve.

For example, an employee may legitimately receive access to a finance application during a temporary project. Even after the project ends, that access might remain active unless a review or automated lifecycle process removes it.

IGA platforms help organizations manage access requests, approvals, certifications, provisioning, separation of duties, and policy enforcement.

Privileged access management

Privileged Access Management (PAM) focuses on accounts and credentials with elevated permissions.

Examples include database administrators, infrastructure engineers, cloud administrators, and service accounts with extensive system privileges.

PAM capabilities may include credential vaulting, privileged session monitoring, just-in-time access, and controlled elevation of permissions.

Although PAM is closely related to IAM, it is a specialized security discipline. A conventional SSO deployment should not be assumed to provide comprehensive privileged access protection.

Identity and Access Management Platforms Worth Evaluating

The following products represent different parts of the IAM market. They are not arranged as a universal performance ranking because their architectures and primary purposes differ.

1. Microsoft Entra ID

Microsoft Entra ID is a cloud-based identity and access management service that provides authentication, application access, directory management, and security policy capabilities.

It is particularly relevant to organizations already operating Microsoft 365, Azure, Windows, and other Microsoft services.

Its capabilities extend beyond basic account management.

Microsoft Entra ID supports SSO, MFA, application integration, user and group management, and Conditional Access policies. Conditional Access allows administrators to establish access requirements using contextual information such as user identity, device state, location, and risk signals.

For example, an organization could require additional authentication when an employee attempts to access a sensitive application from an unfamiliar device.

The wider Microsoft Entra ecosystem also includes identity governance capabilities.

Microsoft Entra ID Governance provides features such as:

Entitlement management.

Access reviews.

Lifecycle workflows.

Access request and approval processes.

Governance of internal and external identities.

Entitlement management is particularly useful for temporary project access. Administrators can create access packages containing the resources required for a particular responsibility, establish approval policies, and configure expiration or recurring reviews.

One important purchasing consideration is licensing. Not every governance or risk-management capability is included in every Microsoft Entra subscription. Organizations should map required features to the appropriate licensing entitlements rather than assuming that an existing Microsoft 365 subscription includes the entire identity security portfolio.

Where it fits: Organizations with substantial Microsoft infrastructure that want to centralize workforce authentication, application access, and identity governance.

Important limitation: Its strongest operational advantages often come from integration with the Microsoft ecosystem. Organizations using many non-Microsoft platforms should evaluate connector coverage, provisioning behavior, and administrative complexity across their complete application environment. Microsoft Learn+3

2. Okta Workforce Identity

Okta Workforce Identity is a dedicated workforce identity platform designed to connect employees, contractors, partners, and applications through centralized identity services.

Its product portfolio includes Single Sign-On, Universal Directory, Adaptive MFA, FastPass, Lifecycle Management, and identity governance capabilities.

One of Okta’s important characteristics is its focus on connecting applications across different technology environments.

An organization may use Microsoft applications for collaboration, a separate cloud provider for infrastructure, and independent SaaS products for finance, recruitment, and customer support. A centralized identity provider can reduce the need to manage authentication separately across those services.

Universal Directory provides a centralized location for managing users, groups, and related identity information.

Lifecycle Management addresses user provisioning and deprovisioning, helping IT teams automate account changes as employees join, move between roles, or leave.

FastPass provides a passwordless authentication option designed to support phishing-resistant authentication experiences.

Okta also offers adaptive authentication capabilities, which can apply different authentication requirements depending on risk and context.

Its product structure allows organizations to select different identity capabilities rather than treating every requirement as a single package.

However, buyers should examine the subscription boundaries carefully. SSO, advanced MFA, lifecycle management, governance, and privileged access capabilities may have different licensing requirements.

Where it fits: Organizations managing a diverse SaaS environment, distributed workforce, or large application ecosystem that need centralized authentication and identity lifecycle administration.

Important limitation: Okta should not automatically be treated as a complete replacement for dedicated IGA or PAM platforms. Organizations with extensive compliance workflows or highly privileged infrastructure may need additional specialist capabilities. Okta+2

3. Ping Identity

Ping Identity provides identity services for workforce, customer, and business-to-business environments through its PingOne platform and associated products.

Its portfolio is particularly relevant to enterprises with complicated authentication requirements and applications distributed across cloud and on-premises environments.

PingOne for Workforce centralizes employee authentication and access management. Its capabilities include SSO, MFA, adaptive authentication, passwordless access, and identity orchestration.

One notable aspect is Ping’s emphasis on orchestration.

Organizations sometimes need to connect multiple identity systems, authentication services, and application environments without replacing their existing infrastructure. Orchestration can help coordinate these components through configurable workflows.

PingOne for Customers addresses a different problem: managing the authentication and identity experiences of customers using an organization’s applications and digital services.

This distinction matters because employee identity and customer identity have different operational requirements.

Employees usually authenticate against known organizational policies and managed applications. Customers may register independently, use a wider range of devices, and expect a low-friction authentication experience.

Ping documents separate workforce and customer environments, including differences in licensing and supported authentication configurations.

Where it fits: Large organizations requiring flexible identity federation, complex application integrations, adaptive authentication, and separate workforce or customer identity environments.

Important limitation: Ping’s breadth can introduce architectural and licensing complexity. Organizations should identify the specific PingOne services they need rather than assuming that every capability is included in one subscription. Ping Identity+3

4. SailPoint Identity Security Cloud

SailPoint occupies a particularly important position in the IAM market because its central focus is identity governance rather than simply providing an authentication gateway.

Identity Security Cloud helps organizations manage who has access to which resources and whether those permissions remain appropriate.

This is especially useful in environments where employees have accounts across numerous applications, cloud platforms, and business systems.

For example, a finance employee may require access to an accounting platform, reporting software, document repositories, and payment systems. If that employee changes responsibilities, the organization needs a reliable way to determine which permissions should remain and which should be removed.

SailPoint provides capabilities for:

Identity lifecycle management.

Access requests and approvals.

Access provisioning.

Access certifications.

Governance of application entitlements.

Identity-related policy enforcement.

Access certifications are particularly important.

They allow designated reviewers to examine existing permissions and approve, revoke, or reassign access decisions.

Rather than relying on administrators to remember every permission assigned to every employee, organizations can establish review campaigns involving managers, application owners, and other responsible individuals.

SailPoint also provides APIs that allow organizations to integrate identity governance processes with their own applications and workflows.

Its focus makes it complementary to platforms such as Microsoft Entra ID and Okta. Those platforms can provide authentication and access services, while SailPoint concentrates on the broader governance of permissions across connected systems.

Where it fits: Large enterprises, regulated organizations, and businesses with extensive application estates that need structured access reviews, provisioning, and identity governance.

Important limitation: Identity governance depends on accurate application integrations, entitlement information, and organizational ownership. Poorly maintained application data can undermine the quality of access reviews, even when the governance platform itself is capable. SailPoint+2

5. AWS IAM Identity Center

AWS IAM Identity Center is designed to centralize workforce access to AWS accounts and supported applications.

It is particularly relevant to organizations operating multiple AWS accounts through AWS Organizations.

Rather than requiring administrators to configure access separately for every employee in every account, IAM Identity Center provides a centralized way to assign access through users, groups, and permission sets.

Permission sets define the permissions users receive when accessing AWS accounts.

For example, an organization could create separate permission sets for read-only access, development work, and administrative responsibilities, then assign them to appropriate users or groups across its AWS environment.

AWS IAM Identity Center can use an existing identity provider as its identity source. It also supports synchronization of users and groups through compatible provisioning mechanisms.

This makes it possible to retain an existing workforce identity provider while using AWS IAM Identity Center to manage access to AWS resources.

An important distinction is that IAM Identity Center is not the same as AWS Identity and Access Management, commonly known as AWS IAM.

AWS IAM manages permissions for AWS resources, including roles, policies, and service identities. IAM Identity Center focuses on workforce access to AWS accounts and applications.

Both are important, but they solve different identity and authorization problems.

AWS also distinguishes between organization instances and account instances. Organization instances provide centralized management across an AWS organization, while account instances serve more limited account-level use cases.

Where it fits: AWS-centric organizations managing multiple accounts, development teams, cloud administrators, and enterprises seeking centralized workforce access to AWS resources.

Important limitation: It is not a complete enterprise IAM replacement for every application and infrastructure environment. Organizations with substantial non-AWS systems will generally need to integrate it with a broader identity strategy. AWS IAM Identity Center+3

6. Auth0

Auth0 is an identity platform particularly relevant to developers building authentication and authorization into applications.

Unlike workforce-oriented IAM systems, Auth0 is strongly associated with Customer Identity and Access Management (CIAM).

Its platform provides authentication, user management, application access management, and extensibility for customer-facing applications.

Developers can use Auth0 to implement login experiences without building an entire authentication infrastructure themselves.

Its Universal Login capability provides a hosted authentication experience that applications can customize according to their requirements.

This can reduce the amount of authentication interface and credential-handling logic developers need to maintain within their own applications.

Auth0 also supports social login, MFA, passwordless authentication, and API authorization capabilities.

For organizations building applications with complex permission structures, its authorization capabilities include role-based access control and fine-grained authorization options.

The distinction between authentication and authorization is especially important for developers.

A user successfully signing in to an application does not automatically mean that the user should have unrestricted access to every API or resource.

Auth0 provides mechanisms to integrate identity and authorization decisions into application workflows, but developers must still design appropriate resource-level permissions and enforce them in their applications.

Where it fits: SaaS developers, consumer applications, digital platforms, and organizations building custom customer authentication experiences.

Important limitation: Auth0 is not primarily a complete workforce identity governance platform. Organizations requiring employee lifecycle management, enterprise access certifications, and complex internal permission reviews may need additional IAM products. Auth0 Docs+3

7. Keycloak

Keycloak is an open-source identity and access management solution that provides organizations with a self-managed alternative to many commercial identity services.

It supports authentication, identity federation, user management, and application security through established identity protocols.

Its documented protocol support includes OpenID Connect and SAML 2.0.

Keycloak can also connect to external identity providers, allowing organizations to build federated authentication arrangements rather than maintaining an isolated identity system for every application.

For developers, this makes it useful when building custom applications that need centralized authentication.

Its realm-based architecture helps separate different identity environments, applications, and user populations.

Organizations can configure authentication flows, connect identity providers, and integrate applications using standard protocols.

The open-source model provides flexibility for teams that want control over deployment and infrastructure.

However, self-hosting changes the responsibility model.

The organization must manage installation, upgrades, database availability, backups, monitoring, security configuration, and operational continuity.

It must also plan how identity services will remain available when infrastructure components fail.

Keycloak should therefore be evaluated as an infrastructure component rather than a subscription-free equivalent of a fully managed enterprise identity service.

Where it fits: Developers, technology companies, self-hosted environments, and organizations that want control over their identity infrastructure.

Important limitation: It requires technical expertise and ongoing administration. Organizations seeking ready-made enterprise identity governance, managed support, or extensive administrative automation may need additional products or services. Similarly, choosing Auth0 for enterprise employee provisioning without examining the workforce requirements could lead to unnecessary integration work.

A more effective purchasing process begins by identifying the identity problem rather than selecting a familiar vendor.

The IAM Standards That Determine Integration Quality

An IAM platform can offer extensive features and still create implementation problems if it cannot communicate properly with existing applications.

Understanding the main identity standards helps organizations assess compatibility before purchasing.

SAML 2.0

Security Assertion Markup Language (SAML) is widely used for enterprise SSO.

It allows an identity provider to authenticate a user and send a signed assertion to an application, which relies on that assertion to establish an authenticated session.

SAML remains important when connecting enterprise applications, especially established SaaS products and legacy systems.

Its XML-based messages and configuration requirements can make implementation more involved than some modern alternatives.

OpenID Connect

OpenID Connect provides an authentication layer on top of OAuth 2.0.

It allows applications to obtain information about an authenticated user through standardized identity claims.

OIDC is particularly relevant to modern web applications, mobile applications, and API-oriented architectures.

Its JSON-based tokens and standardized discovery mechanisms make it a common choice for developer-focused identity integrations.

OAuth 2.0

OAuth 2.0 addresses delegated authorization.

For example, an application may need permission to access a user’s information from another service without receiving the user’s password.

OAuth defines authorization flows and token-based access mechanisms.

However, developers must implement the appropriate flows and validate tokens correctly. Simply issuing an access token does not automatically establish a secure authorization model.

SCIM

SCIM standardizes identity provisioning between systems.

When an employee joins an organization, a connected application may receive an account creation request through SCIM. When the employee leaves, the identity provider may send an update or deactivation request.

SCIM can reduce manual administration, but it does not guarantee that every application supports every provisioning operation.

Before selecting a platform, test account creation, attribute updates, group synchronization, deactivation, and deletion behavior for the applications that matter most.

FIDO2 and passkeys

FIDO2 enables passwordless authentication using public-key cryptography.

Passkeys allow users to authenticate using supported devices and authenticators, often through biometric verification or a device PIN.

Unlike traditional passwords, passkey authentication does not require users to transmit a reusable password to the service.

Organizations evaluating passwordless IAM should examine device compatibility, recovery procedures, account enrollment, and support for their existing authentication environment.

The Most Important IAM Buying Decisions

A platform should be selected according to the identity architecture an organization needs to operate, not simply the number of features advertised in a product brochure.

Several decisions deserve particular attention.

1. It does not necessarily determine whether that user should still possess every permission assigned to their account.

Consider an employee who moves from the finance department to operations.

Their authentication credentials may remain valid, but their old finance permissions should not automatically continue.

Identity governance helps address this problem through access reviews, approval workflows, and lifecycle automation.

Organizations with substantial regulatory, audit, or segregation-of-duties requirements should evaluate IGA capabilities separately from SSO and MFA.

3. class="wp-block-paragraph">Organizations operating in India should evaluate identity systems against their actual legal, contractual, and regulatory obligations.

The Digital Personal Data Protection framework is relevant where IAM services process personal data covered by its provisions.

Identity platforms may process names, email addresses, employee information, device signals, authentication records, and other personal information.

These activities should be assessed in relation to the organization’s applicable obligations, including appropriate security safeguards, data handling, retention, and third-party processing arrangements.

Organizations in regulated sectors may also need to consider applicable requirements from sector-specific authorities and contractual obligations.

For example, financial institutions may have additional expectations concerning access controls, privileged accounts, audit trails, and operational security.

A vendor’s security certifications or compliance statements should not be interpreted as automatic proof that an organization’s deployment meets every applicable requirement.

Before procurement, examine:

Data processing agreements.

Data residency and processing arrangements.

Subprocessor disclosures.

Security incident recovery arrangements.

Contract termination and data export procedures.

Regional availability also matters. Organizations should verify which service regions, support arrangements, authentication methods, and data processing options are actually available under their intended subscription.

Common IAM Procurement Mistakes

Even capable identity platforms can produce disappointing results when the underlying requirements are poorly defined.

The following mistakes are particularly worth avoiding.

Choosing based on SSO alone: Centralized login is useful, but it does not automatically solve provisioning, governance, privileged access, or non-human identity management.

Ignoring licensing boundaries: Advanced MFA, identity governance, risk-based policies, and privileged access may be separate commercial capabilities. Calculate the complete cost of the required architecture.

Overlooking application compatibility: An application may support SSO but not automated provisioning. Another may support provisioning but lack the required deactivation behavior.

Treating every user as the same identity type: Employees, customers, contractors, administrators, and machine identities have different lifecycle and security requirements.

Failing to plan account recovery: Authentication security depends on how users regain access when their primary credentials or devices are unavailable.

Ignoring access ownership: Automated provisioning cannot determine whether a business permission is appropriate if the organization has not defined who owns and approves it.

Leaving legacy accounts untouched: Introducing a new identity provider does not automatically eliminate old local accounts, shared credentials, or forgotten administrative access.

Assuming compliance is automatic: IAM tools provide controls and evidence, but organizations remain responsible for configuring, operating, and reviewing those controls appropriately.

Frequently Asked Questions

What is the difference between IAM and IGA?

IAM manages digital identities, authentication, and access to resources. IGA focuses on governing those identities and permissions through access requests, approvals, certifications, and lifecycle policies.

IGA is an important part of a broader IAM strategy, particularly for organizations with complex access requirements.

What is the difference between IAM and SSO?

SSO is a capability within IAM that allows users to access multiple connected applications through a centralized authentication process.

IAM covers a broader set of responsibilities, including identity creation, authentication, authorization, provisioning, deprovisioning, and governance.

Which IAM platform is suitable for small businesses?

The choice depends on the existing application environment and security requirements.

Microsoft Entra ID and Okta are worth evaluating for workforce authentication and application access. Keycloak may suit technically capable organizations that prefer self-hosted infrastructure.

The most economical option is not necessarily the one with the lowest subscription price. Administration, integration, support, and maintenance should also be considered.

Are open-source IAM platforms suitable for enterprise environments?

Yes. Open-source platforms such as Keycloak can support enterprise identity requirements.

However, organizations must account for deployment, infrastructure management, upgrades, monitoring, high availability, and incident response.

Open-source licensing does not eliminate operational costs or security responsibilities.

What is the difference between IAM and PAM?

IAM manages identities and access across organizational resources.

PAM focuses on controlling privileged accounts and elevated permissions, including administrator credentials, privileged sessions, and temporary access elevation.

Organizations with sensitive infrastructure generally need to consider PAM alongside their broader IAM implementation.

What are the most important IAM standards?

Important standards and protocols include SAML 2.0, OpenID Connect, OAuth 2.0, SCIM, and FIDO2.

They serve different purposes, including federated authentication, delegated authorization, automated provisioning, and passwordless authentication.

Their compatibility with existing applications should be verified before implementation.

Can IAM manage machine identities?

Yes, although the capabilities vary between platforms.

Machine identities include service accounts, application credentials, workload identities, and automated processes.

Organizations should manage their ownership, permissions, credential lifecycle, and access policies separately from ordinary human identity workflows where appropriate.

Building an IAM Architecture Around Business Requirements

The strongest IAM strategy is not necessarily the one that replaces every existing identity product with a single platform.

Microsoft Entra ID and Okta are relevant choices for centralized workforce authentication and application access. Ping Identity offers flexibility for complex workforce and customer identity environments. SailPoint addresses the governance challenges that arise when permissions span numerous applications. AWS IAM Identity Center concentrates on workforce access across AWS accounts and applications. Auth0 serves developer-oriented customer identity requirements, while Keycloak provides a self-hosted alternative for organizations that want greater control over their identity infrastructure.

For some organizations, one platform may cover most requirements. Others will benefit from combining an identity provider, an IGA solution, and dedicated privileged access controls.

The most practical starting point is to document the identities, applications, permissions, and administrative processes that need protection. Then evaluate platforms against real integration requirements, lifecycle scenarios, security policies, and operating costs.

An IAM deployment should ultimately make access easier to understand, easier to govern, and harder to misuse. Its success is measured not by how many applications support centralized login, but by whether the organization can reliably establish who has access, why that access exists, and when it should end.

An employee changes departments, a contractor finishes an assignment, and a new application is introduced by a business team.
